Finance Officer
The Finance Officer is responsible for managing the financial and accounting operations of the EFTA Court and reports directly to the Registrar.
Areas of Responsibility
You will be responsible for the EFTA Court's overall financial management and control. Key tasks will include budget, accounting, cost control, reporting, and financial follow-up, as well as further development of the accounting and reporting system. The position also includes several administrative tasks related to the Court's daily operation, including the payroll and tasks related to HR. You will work with skilled colleagues in an international and stimulating environment in Luxembourg.
Main Tasks
- Overall responsibility for the EFTA Court's finance and accounting operations, which includes the preparation of annual accounts.
- Prepare annual budget proposal in line with Staff Regulations and Rules (SRR) and Financial Regulations and Rules (FRR).
- Be proactive and ensure continuous process improvement and good internal control.
- Drive improvements in finance and accounting by developing efficient, high-quality processes and practices.
- Ensure consistent application of the SRR on salaries, allowances, benefits and expenses.
- Act as the main point of contact with financial and service partners and manage contracts for purchase of goods and services for the EFTA Court.
- Responsible for the administration of FRR and SRR under the supervision of the Registrar.
Qualifications
- Economic education at Master level, with specialization in finance or accounting.
- 5-10 years of relevant work experience.
- Experience in preparation and management of budgets and budget compliance.
- Experience in financial accounting and preparation of financial reports.
- Good understanding and experience of accounting and reporting systems, as well as good excel skills.
- Excellent English language skills, English is the working language of the Court. Knowledge of Norwegian is an advantage.
- Preference is given to applicants from the EFTA States.
